On August 4, 1914, President Woodrow Wilson proclaimed neutrality of the United States. Woodrow Wilson was following the advice of former President George Washington; listen of entangling alliances. The Germans advertised in American newspapers trying to capture Americans not to travel on British ships. One man who wanted to keep Americans from traveling on American ships was escritoire of State, William Jennings Bryan. But President Wilson persisted that under international law Americans had the redress to sail on any ships. In November of 1915 Wilson called for a larger army and navy. President Wilson was getting ready for war and the Untied States was on the pathway to war. In 1916 Wilson was reelected. On January 12, 1917, Wilson called for a peace without victory. Nine days later the Germans declared unlimited submarine warfare because they had enough submarines to bring England to submission.
